Invitation for Bid

1. The Oromia Special Zone Surrounding Administration Office wants to construct G+3 Mixed Building Project. Therefore, Our Office now invites eligible bidders, which fulfill the following requirements, and invites all contractors of category general or building contractors of Category of GC-3/BC-3 and above. The bidder shall submit a Certificate of Registration or Certificate of Competence from the Ministry of Construction and urban development or Oromia Construction Authority with category BC-3/GC-3/ Renewed for the Current Budget Year (2014/2015 E.C.) and who has renewed their Trade license for the current year (2014/2015 E.C.) and who have got VAT registration certificate & Tax Clearance Certificate valid during the bidding period from Oromia revenue Bureau or Federal Tax Authority.

2. Bidding documents may be purchased at the office of Oromia Special Zone Surrounding Finfinne Finance and Economic Corporation upon submission of a written application and a non-refundable fee of Birr 2,500 (Two Thousand five hundred) starting from 26/7/2022 E.C)

3. A bidder has to be registered to collect "VAT" and a copy of the VAT certificate, trade license, Tax Clearance, registration certificate and Registration in the PPA's Suppliers List certificate that is checked on the website must be submitted attached with the application.

4. Bidders may obtain further information, inspect and acquire the bidding documents, from Oromia Special Zone Surrounding Finfinne Administration office at the address stated below from 2:30 to 10:30 am from Monday to Friday local time.

5. All bids must be accompanied by a bid security in CPO or an Unconditional Bank guarantee of 500,000 ( five hundred thousand Birr) valid for 90 days after the date of bid opening, The Bid Security Must be addressed to Oromia Special Zone Surrounding Finfinne Finance and Economic Corporation Office & must be attached to outer of original technical qualification document.

6. Bid Security shall be submitted in form of an Unconditional Bank Guarantee and Signed by two Signatories of accountant and manager of banks.

7. Submission and opening of the bid;

Tender remains floating from Newspaper Published within 21% working days and bids must be delivered on the 22nd day on or before 10:00 a.m. (4:00 local time) to the same address given above Qualification information and Bid security of the bidders will be opened by the Procurement and supply Work process of the Office in the presence of bidders/representatives who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above. Financial proposals of the qualified bidders will be opened on the date and time that is to be declared by the Office bid indorsing committee.

a) The original and two copies of qualification documents shall be enclosed in separate sealed and then shall be enclosed in a large outer envelope and wax sealed envelope marked as "TECHNICAL QUALIFICATION DOCUMENT'. This outer envelope shall be the submission address and other information indicated in the datasheet.

b) The original and two copies of the Financial offer document shall be enclosed in a separate sealed envelope and then shall be enclosed in a large outer envelope and wax sealed envelope marked as "FINANCIAL DOCUMENT'. This outer envelope shall be the submission address and other information indicated in the datasheet.

c) Finally, the qualification document (technical document) and the financial offer shall be in separate sealed envelopes, duly marking the envelopes as "ORIGINAL" and "Each copy." These envelopes containing the original and the copies shall then be closed in one mother envelope for more information on Sealing and Marking

d) In preparing the bid document bidders are expected to examine the bid data in the tender document.

e) The qualification document will be opened at 10:30 AM (4:30 local time) of 25/8/2022

f) The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of an auditor or any other authorized body by the client until the financial offer(s) of qualified bidders are opened publicly.

g) The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion, and points assigned to the criterion in the datasheet. Each qualification document will be given a score point.

h) A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.

i) Only financial offers of those bidders who score the minimum qualifying point, 70% (seventy percent) and above will be opened on the financial opening date. The financial opening of the bidders who have scored less than the minimum passing point (i.e. 70%) will be unopened. The client shall address the financial opening date and time to the bidders.

j) Any attempt to submit a forged (false) document and/or indication of financial offer on the qualification document shall result in rejection of the bid.

k) The client shall not bear any responsibility for misplacement of "QUALIFICATION DOCUMENT' in "THE FINANCIAL OFFER DOCUMENT' envelope or vice versa, which result in the rejection of the bidder.

9. Any Contractor who has a termination history with the bureau, zonal offices, and other regional sectors and with bad performance (proved) in their past contractual period, the Client has full right to reject those contractors during technical evaluation.

10. The validity of the bid shall be 90 days from the date of bid opening.

11. The construction of the work shall be completed within a maximum of 365 calendar days from the commencement date of the work.

12. The Oromia Special Zone Surrounding Finfinne Administration Office reserves the right to reject any or all bids.
